Civilian Police Review Board

The Civilian Police Review Board (CPRB) is an independent body established to promote accountability, transparency, and public trust in the City of Cleveland Division of Police. The CPRB has the authority to receive, review, and recommend resolutions for non-criminal complaints alleging misconduct by sworn officers and non-sworn employees of the Cleveland Division of Police when such conduct is directed toward individuals who are not City of Cleveland Division of Police employees.

Investigations of alleged police misconduct are conducted by the Office of Professional Standards (OPS), which reports directly to the CPRB. Upon completion of an OPS investigation, the CPRB conducts a public hearing and recommends an administrative resolution for each complaint.

Applicants are strongly encouraged to review City of Cleveland Charter Section 115, which governs the CPRB and OPS.

Members of the CPRB serve as trusted public servants with a critical responsibility to the community, City government, and law enforcement. Board members are expected to perform their duties in a professional, fair, and impartial manner, guided by a strong commitment to the public good and the mission of the CPRB.

This role requires:

  • Careful and thorough review of investigative materials
  • Strict adherence to governing laws, rules, and procedures
  • Consistent attendance and active participation in meetings and hearings
  • High ethical standards and sound judgment

To be eligible for appointment to the CPRB, applicants must meet the following requirements:

  • Must be a resident of the City of Cleveland
  • Cannot be a current or former employee of the City of Cleveland’s  Division of Police
  • Cannot be currently employed as a law enforcement officer
  • Cannot be a current employee of the City of Cleveland or any public agency affiliated with the City, including county agencies or community development corporations

The Cleveland City Charter also provides that two members of the CPRB should be attorneys with experience representing victims of police misconduct or prosecuting police misconduct. Preference will be given to applicants who meet this qualification.

Board members receive annual compensation of $8,963.

Members

Brandon E. BrownBrandon Brown is an attorney in private practice, born and raised in the Collinwood neighborhood of Cleveland. He graduated from John Hay Early College High School. He graduated from Oberlin College with a bachelor’s degree in Theatre. He obtained his law degree from Cleveland State University in 2017. Brandon began his career serving as an Assistant Director of Law for the City of Cleveland before transition to the private sector.

Throughout his career, Brandon has remained committed to community service. Brandon holds several non-profit board positions, including with the May Dugan Center and as Vice President of the Norman S. Minor Bar Association, the premier bar association representing the interests of Black attorneys in northeast Ohio.

Brandon joined the CPRB because he believes the Board has a vital role in repairing trust between the Division of Police and the Cleveland community. He believes that accountability and transparency are paramount to moving toward rebuilding that trust.

 

Kenneth J. Mountcastle was born and raised in Brookpark, Ohio. In 1975 he graduated from Berea High School and enlisted in the United States Navy. Mr. Mountcastle served our country proudly for twenty years and retired honorably in 1995 with the rank of Chief Petty Officer. From 1995 to 2017 Mr. Mountcastle worked for several companies including Boeing, Lockheed Martin, Northrup Grumman, Computer Science, and BCT. For two years Mr. Mountcastle led his own Consulting firm, Mountcastle Consulting. His career involved working on projects within Information Technology holding positions as a Program Manager, Systems Engineer, Acquisition Logistics Manager, Acquisition Logistics Engineer, Electronics Maintenance Supervisor and Electronics Calibration Technician. Mr. Mountcastle has a Graduate Degree in Technical Management from John Hopkins University and an Undergraduate degree in Business Management from the University of Maryland, University College.  Mr. Mountcastle was appointed by the mayor.

Diana Cyganovich

Ms. Cyganovich is retired after over thirty years of nonprofit work, having advocated with and for persons victimized by domestic violence, challenged with lack of affordable housing, and struggling with intellectual and emotional disabling conditions. Ms. Cyganovich holds a Juris Doctorate and Masters in Social Service Administration from Case Western Reserve University. She has provided training for law enforcement, judicial personnel, and social service workers on the topics of domestic violence, sexual assault and stalking. Ms. Cyganovich has resided in the second district for 38 years and was appointed to the Civilian Police Review Board by Mayor Bibb.

 

Dave Gatian

David Gatian has lived in Cleveland’s West Park Kamm’s Corner neighborhood in the First Police District for 35 years.  He joined the Civilian Police Review Board in 2019 and previously served as the Board Vice Chairperson.

After a career in Human Resources Management and later as a Construction Consultant and U.S. Green Building Council LEED Accredited Professional, he retired in 2020.  He has been a host for athletes during the Cleveland Gay Games and for the Lake Erie Crushers baseball team.

Mr. Gatian has two adult children, Drew and Nicki, and a fiancée, Donna Jean.   He was previously an amateur wrestler who competed on the international level and has coached high school wrestling for many years.  He is a State of Ohio Licensed MMA Official, a children’s book author, a pet lover with two dogs, enjoys chess and all doing all types of home improvements in his century home.

He is a Mayoral Appointment to the Board and his term expires in February 2028.

 

Chenoa C. Miller

Chenoa Miller is a native of the Glenville neighborhood of Cleveland, Ohio. She holds a BA in Urban and Regional Studies with a concentration in Public Management from Cleveland State University. She currently serves as the Government Affairs Manager at DigitalC, a nonprofit internet service provider. In this role, she cultivates relationships with elected officials, secures funding, and coordinates community engagement to advance digital equity.

Since 2021, Chenoa has served on the City of Cleveland’s Civilian Police Review Board, overseeing non-criminal complaints, collaborating on investigative processes, and promoting transparency. She also sits on the board of the Cleveland Freedom Project, where she supports fundraising, strategic planning, and youth-led programs addressing social and economic justice.

Chenoa began her public service as an AmeriCorps member at Baldwin Wallace University and continued service at John Carroll University’s Health Professions Affinity Community program, splitting her time at the Cleveland Police Foundation. There, she developed career-exploration programs, strengthened police-community relations, and mentored students in the Public Safety Career Pipeline Summer Program.

With experience in strategic planning and program management, she excels at translating policy into action, fostering partnerships, and mobilizing resources. A skilled communicator, Chenoa crafts policy briefs, facilitates forums, and unites stakeholders to promote equitable, connected communities.

 

Edwin Moore photoEdwin T. Moore is a Cleveland native and graduate of St. Joseph High School. He holds degrees in Criminal Justice and Security Management from Cuyahoga Community College. A respected community leader, Pastor Moore has served for more than 21 years as Establishmentarian and Co-Pastor of Way of Escape Ministries, where he and his wife are dedicated to empowering families and strengthening neighborhoods.

He is also the Founder and CEO of Moore Safety Solutions, a Cleveland-based private security firm, and a certified OPOTA Instructor specializing in firearms and safety training.

Pastor Moore joined the Civilian Police Review Board to help build stronger bridges between law enforcement and the community. He believes accountability and compassion are essential to restoring trust and ensuring fair, transparent policing for every Cleveland resident.

Billy Sharp

Billy Sharp is a grassroots, hands-on leader focusing on training and skill development that equips people to perform well amid competitive job markets, and thus claim their independence. As the current HR Manager for four McDonald’s franchises, Sharp employs hundreds of people, with particular attention to acclimating young people to the work force. Sharp is also president of the Urban League Guild, for whom he has spearheaded literacy projects, voter registrations, and food distributions serving 600 families and 7,000 individuals.

 

Willis photoWaverly Willis, known as “America’s Favorite Barber,” is a multifaceted entrepreneur and a dedicated philanthropist in Cleveland, Ohio. He owns Urban Kutz Barbershop, Ohio’s largest minority-owned barbershop chain. As the founder of a nonprofit, The Urban Barber Association (TUBA), he implements programs like barbershop blood pressure and prostate screenings, earning national recognition for literally saving lives. Passionate about mentoring, Waverly also serves as a barber instructor, drug and alcohol support group member, youth advocate, community activist, and small business consultant.

His success story is one of resilience. Overcoming challenges like depression, chronic homelessness, cancer, and addiction, he transformed his life through rehabilitation and sobriety. Waverly’s community service and entrepreneurship have been featured on platforms like NPR, Good Morning America, and The Nick Cannon Show, earning various awards and proclamations from Cleveland Mayor Justin Bibb and Ohio State Senator Nickie Antonio. One of Waverly‘s favorite quotes is from poet & mogul Shawn Corey Carter, “I ROSE FROM THE DIRT WITHOUT A STAIN ON MY SHIRT.”
 

As a proud Cleveland native and passionate public servant dedicated to community growth and wellness. Her career began in data analytics and the medical field, where she worked as a medical assistant and analyst for over seven years to support her education and expand her ability to serve others. Dedicated to make a lasting impact, she earned her Bachelor’s degree in Mathematics while balancing work and community outreach. After graduation, Jalecia transitioned into education, serving in the public school system where she inspired students through mentorship and instruction. She has led workshops on mental health, financial literacy, preventive care, and small business reform, always focused on equipping individuals with tools for sustainable growth. Jalecia is committed to accountability, transparency, and wellness as she continues her public service with intention and integrity.
