The Division of Assessments and Licenses (DAL) promotes fair business practices in order to ensure the well-being of the citizens of Cleveland.

The Division regulates licensing and permitting laws, collects excise taxes to fund city operations, and protects consumers and businesses by enforcing national weights and measures standards.

The Division performs city-wide billing and collections and oversees a variety of assessment activities aimed to support various public improvements. In addition, the Division manages a service center that provides administration and processing services for itself and other City departments.
