Why Shaker Boulevard?
Over 50% of vehicles on Shaker Boulevard are travelling over the speed limit. We're working to create a street that's safer for everyone who lives, works, shops, and goes to school along Shaker Boulevard.
This project aligns with our Vision Zero commitment to end crashes that result in fatal and serious injuries. There were 150 crashes on this section of Shaker Boulevard between 2021-2025, with 3 of those crashes causing serious, life changing injuries.

Project Scope
Through this project, we intend to accomplish the following:
- Repave the street
- Upgrade curb ramps and replace broken sidewalks
- Improve existing crosswalks
- Slow traffic speeds using traffic calming tools like speed tables and curb extensions
- Potentially introduce bike lanes
Project Updates
We held a community open house in Shaker Square to ask community members how they use the corridor, where parking is needed, and what they wish could change about the street. We shared information about speeding, crashes, and traffic calming tools. You can review the meeting materials below.

This spring and summer, we shared information about the project along the corridor to connect with constituents. We aimed to meet people where they were. Our pop ups including existing meetings like the Morelands Group, the Shaker Square Merchants Meeting, and Buckeye Neighbor Night, in addition to tabling at the Rice Branch Library and East End Neighborhood House.
We adopted Cleveland Moves in 2025. Cleveland Moves is our citywide transportation plan, required by our Complete and Green Streets Ordinance. We spoke with Clevelanders all over the City about their experiences to guide the planning process. People expressed concerns about dangerous driving and speeding, and asked for solutions to make streets safer. The plan prioritizes pedestrian crossing improvements, traffic calming, road diets, and other safety and mobility tools.
Many constituents also asked for high comfort bikeways that provide separation between vehicles and people riding bikes or using the sidewalk. Explore the map below to see how bikeways across the city will create a connected network.

The Shaker Boulevard project is funded by the following funding sources:
- Ohio Department of Transportation (ODOT) Urban Paving Funds
- Ohio Public Works Commission (OPWC) State Infrastructure Funds
- City of Cleveland Road and Bridge Bonds & Public Utility Funds
- Public Utilities
As part of the Complete and Green Streets Policy, the Transportation Infrastructure Advisory Committee (TIAC) reviewed this project. The TIAC provides design input at the earliest stages of a project's planning. The goal of the TIAC is to create projects that add more greenery, improve safety, and create better transportation options for all users.
