The Division of Engineering and Construction manages the City's public right of way in a manner that ensures the safe passage of pedestrians and vehicles as they commute to and from their neighborhoods by developing and implementing plans for rehabilitation and construction of roadways, streets, bridges, and sidewalks. Along with permitting work in the right of way and enforcing compliance with City standards.

The City of Cleveland, in partnership with Ohio Department of Transportation (ODOT), is planning to rehabilitate the bridge carrying Martin Luther King, Jr. Drive over Doan Brook just north of the Parkgate Avenue intersection. The current bridge was constructed in 1986 and is structurally deficient for condition and load carrying capacity.

Construction is expected to take place from September 2027 to June 2028. Northbound vehicular and all pedestrian traffic will be maintained on the bridge during the project using phased construction. Southbound vehicular traffic will use a detour following St. Claire Ave. to 105th Street.

The project will take place within existing right-of-way and is not expected to have any ecological, Section 4(f)/6(f), cultural resources, or regulated materials impacts.

The estimated construction cost is $2.8 million.

Programs & Services

This section administers the City's construction contracts within the public right-of-way. Projects include capital investments, roadway rehabilitation and reconstruction, residential resurfacing, ADA ramp installation, bridge rehabilitation, and bridge construction. The section also provides inspection services for City-sponsored projects within the right-of-way and maintains a moratorium street list.

This section improves the safety, performance, lifespan, and aesthetics of the City’s transportation infrastructure.

The team delivers the City’s Capital Program by scoping, selecting, and managing planning, design, and construction contracts and projects. Its engineers inspect and manage the City’s roadways and other transportation facilities in the public right of way; and prepare plans, specifications, and cost estimates. They work to ensure that design and construction work comply with Federal, State, and City standards; and pursues and coordinates ODOT, County, and private capital improvement projects.

This section reviews all proposed surveys that change existing property boundaries within the City of Cleveland, maintaining the City’s addressing system, record keeping and researching survey data, and facilitating legislation for street vacations, dedications, and encroachment permits. They also maintain, recover, and reset the City’s right of way monuments, performs field surveys, CAD mapping, and staking for in house design and boundary location of right of way and City owned property per departmental request.

They work to ensure that design and construction comply with Federal, State, and City standards; and coordinate ODOT, County, and private capital improvement projects.

The Right of Way Permitting and Enforcement Section issues permits and ensures compliance of standards of the City’s Right of Way (ROW). The Right of Way typically includes sidewalks, treelawns, curbs, aprons, and streets.

Sidewalk Repairs Section administers the Non-complaint Sidewalk Repair, the Tree Damaged Sidewalk Repairs, and the Sidewalk Leveling Improvement Programs.
