Summary

Customer Satisfaction System - Addendum No. 1

The Department of Community Development’s Public Services Grant Program-PY 2024-25 for the program year beginning January 1, 2025 is now accepting applications.

The Public Services Grant Program supports Cleveland’s 10 –Year Housing Plan by addressing the root causes of poverty; and by improving the quality of life for low to moderate-income residents in Cleveland neighborhoods. Eligible activities should also support Cleveland’s 10-Year Housing Plan by improving the quality of life for low-to-moderate income residents.  Special consideration will be given to high impact activities of scale that impact at least one of the following conditions:

  • Systemic Poverty – programs and services that address the root causes of poverty, alleviate the impacts of poverty and/or aligns city resources to reduce poverty through community collaborations.
  • Youth Violence – programs and services to alleviate the impact of violence among and towards youth; and/or aligns city resources and creates community collaborations to reduce youth violence.  This includes activities that build skills to succeed in school, at home, in the community and the workforce.
  • Poverty and Accessibility Among Elderly – programs that provide access to housing, legal services, health and wellness, financial literacy and other services to improve the quality of life.
  • Housing – invest in housing quality, increase opportunities for homeownership and wealth creation.
  • Population Health – address inequities in quality of life, and amplify voice of vulnerable populations.

The City of Cleveland Mayor’s Office of Sustainability is taking steps to update both the community-wide Climate Action Plan (CAP) and its Municipal Action Plan (MAP), which covers city operations. Originally developed in 2013, the CAP and MAP have been instrumental in helping Cleveland chart a course toward sustainability and resilience. With the changing climate and its growing impacts on communities, it is essential to update and enhance these plans to ensure they remain effective in mitigating climate-related challenges. In recent years, Cleveland has witnessed an alarming increase in extreme weather events, including severe storms, flooding, and extreme heat, and these threats will likely have significant long-term impacts on the city's economy and public health.

The goal of the CAP and MAP updates is to ensure our objectives, goals, and actions are science-based, represent changing community priorities, and meet the current and growing need to mitigate and adapt to climate change. While selecting actions for the Climate Action Plan update, the Mayor’s Office of Sustainability will build on the previously created Climate Action Racial Equity Tool. Starting in 2023, the Mayor’s Office of Sustainability completed various elements of its CAP and MAP updates. These included the development of a Regional Decarbonization Pathways Analysis, which explores various pathways for the City to achieve decarbonization by 2050. The City has also updated the greenhouse gas (GHG) inventories for both the CAP and MAP and drafted a Climate Risk and Vulnerability Assessment to better understand which Cleveland communities are affected by climate change and what climate hazards should be prioritized in the Climate Action Plan (such as extreme heat, flooding, and changes to Lake Erie). Beginning in Spring 2024, the office worked with stakeholders to identify potential mitigation and adaptation actions for the CAP and MAP and is in the process of continuing community and employee engagement throughout the summer months.

The Design and Communications Consultant will build upon existing work by creating engaging and visually compelling plans and visual materials for the updated CAP and MAP. The goal is to ensure that the plans are not only information and convey actions to be taken but also cohesive, accessible, and appealing to a wide audience. Other previously done planning efforts and studies, such as the Circular Cleveland Roadmap, Cleveland’s Clean and Equitable Energy Future, and Cleveland Comprehensive Environmental Policy Platform will help inform this plan update.

The Department of Community Development’s Citywide Assistance Grant Program for the program year beginning June 1, 2024, is now accepting applications. The Citywide Assistance Grant Program funds activities that support housing and commercial districts in low-to-moderate income areas, and that improve access to services and resources throughout the city of Cleveland.  Eligible activities should also support Cleveland’s 10-Year Housing Plan by improving the quality of life for low-to-moderate income residents.  Special consideration will be given to high impact activities of scale that impact at least one of the following conditions:

The City of Cleveland Mayor’s Office of Sustainability is taking steps to update the community-focused Climate Action Plan (CAP). Originally established in 2013, the City’s climate plans have been instrumental in setting a course toward sustainability and resilience. With the changing climate and its growing impacts on communities, it is essential to update and enhance these plans to ensure they remain effective in mitigating climate-related challenges. In recent years, Cleveland has witnessed an alarming increase in extreme weather events, including severe storms, flooding, and extreme heat, which are projected to have severe long-term impacts on the city's economy and public health. This year alone, the city faced its longest recorded period without rain (21 days), its worst recorded air quality on June 28, and its first tornado in over three decades.

The 2018 Climate Action Plan Update outlines five focus areas and several cross-cutting priorities that identify objectives, goals, and specific actions needed to build a thriving and resilient City:

  • Energy Efficiency and Green Building
  • Clean Energy
  • Sustainable Transportation
  • Clean Water and Vibrant Green Space
  • More Local Food, Less Waste

Implementing these actions will strengthen our economy, clean our environment, and improve the health and wellness of Clevelanders. The goal of this Climate Action Plan update is to ensure our objectives, goals, and actions are science-based, represent changing community priorities, and meet the current and growing need to mitigate and adapt to climate change. Equitable public engagement is an essential component of the CAP to ensure these actions can effectively meet the needs of people who live and work in Cleveland. The goal is not only to educate residents and employees on the impacts of climate change but to also ensure that this engagement is reflective of a diverse and fair representation. While selecting actions for the Climate Action Plan update, the Mayor’s Office of Sustainability will build on the previously created Climate Action Racial Equity Tool.

Throughout Fall 2023, the Mayor’s Office of Sustainability worked to complete a Climate Risk and Vulnerability Assessment> that builds on the Climate and Social Vulnerability Assessment> to better understand which Cleveland communities are impacted by climate change and what climate hazards should be prioritized in the Climate Action Plan (such as extreme heat, flooding, and changes to Lake Erie). The Consultant will build on this effort and past Climate Action Plan engagements to gather insights and feedback into what climate actions Clevelanders most want to see investment in and why. Other previously done planning efforts and studies, such as the Circular Cleveland Roadmap> and Cleveland Comprehensive Environmental Policy Platform> will help inform this plan update.

Description: This request for qualifications (RFQ) is intended to solicit submissions for entities interested in acquiring vacant property in the City's Land Bank for infill development. The City is open to any potential residential, mixed-use or commercial infill development permissible under the City's review and permitting process.

As per the Ohio Revised Code, land bank parcels must be sold at fair market value, unless disposition is part of a competitive process. This Request for Qualifications (RFQ) serves as the competitive process to be utilized, aiming to incentivize development and provide greater flexibility.

To be considered for negotiated pricing, both for-profit and non-profit organizations must: 
1.    Submit their qualifications. 
2.    Provide commitments to developing a minimum number of parcels within a specified timeframe. 
3.    Submit a refundable good-faith deposit.

Please note that this submission serves as a statement of interest only. Receiving this form does not commit the City of Cleveland to transferring the property to the applicant.
