October 22, 2025— CLEVELAND, OH — Mayor Justin M. Bibb announced today significant investments in small businesses, property owners, and local organizations through the southeast Side Commercial Corridor Program. A total of $1,909,341.06 million has been awarded to 29 projects supporting Mayor Bibb's Southeast Side Promise an initiative focused on addressing decades of disinvestment, while driving economic growth and community renewal across the area.
“Cleveland’s Southeast Side is one of our city’s crown jewels facing the challenges of disinvestment, yet rich in potential, resilience, and culture,” said Mayor Justin M. Bibb. “This funding will help small businesses make a big impact in our community by restoring pride, creating opportunities, and ensuring a real path to prosperity for generations to come.”
Relaunched in September 2025 by the Department of Economic Development, the Southeast Side Commerical Corridor Program aims to create safe, vibrant, and economically resilient neighborhoods by investing in commercial corridors and community spaces. Through a combination of grant funding and technical assistance, the initiative supports: Storefront improvements, white boxing, vacant property acquisition and stabilization, and public realm enhancements.
“This program is a model for equitable economic development,” said Joevrose Small, Director of Economic Development. “By helping small businesses and property owners activate long-vacant spaces and improve commercial corridors, we are building momentum for lasting change across the Southeast Side."
Recent enhancements to the program have streamlined access for small and minority-owned businesses, expanded eligibility, and improved transparency through direct City oversight. The program also incorporates a strong community engagement approach, including partnerships with local Community Development Corporations and City Council members to align corridor strategies and provide technical support to applicants.
Funded projects span key corridors such as Lee Road, Kinsman Road, Miles Avenue, and Union Avenue, supporting a wide range of businesses from neighborhood restaurants and barbershops to health providers and early learning centers. The proposed grant recipients are:
