May 21, 2025 — Cleveland — Mayor Justin M. Bibb and Chief Dorothy Todd announce the implementation of the 2025 Summer Safety Plan –a comprehensive, All-of-Government approach utilizing data, technology, and community engagement to proactively enhance safety across the City.
“Our city has made tangible progress in reducing crime —progress that reflects the hard work, dedication, and strategic efforts of my administration, our public safety officials, and our community partners,” said Mayor Justin M. Bibb. “While our current trends are reassuring, we recognize that there is still important work to be done. Our investments and commitment to building a safer and stronger city will continue to be my priority in the months ahead.”
The strategy behind the Summer Safety Plan analyzed violent crime data, developing a solution-based operation to address stressors linked with criminal activity, directly improving safety, and enabling a more stable environment.
“We recognize that public safety is a shared responsibility, and we are encouraged by last year’s results of Mayor Bibb’s 'All-of-Government' strategy. This coordinated approach, supported by City departments and our partners in federal, state, and local law enforcement, continues to strengthen our efforts to deter and reduce crime,” said Cleveland Division of Police Chief Dorothy Todd. “Our comprehensive plan includes targeted violent crime reduction details, enhanced traffic enforcement, and increased community engagement. By working together as a community, we are confident that we can ensure a safe and enjoyable summer for all Clevelanders.”
City leaders, local agencies, and safety officials will participate from neighborhood walks, actively engaging with community members and gathering insights on local needs. The plan aims to deliver city services based on the identified needs and priorities, while enhancing residents’ safety and quality of life.
Residents, visitors, and stakeholders are encouraged to participate from our Summer Safety Plan, by reporting non-emergency issues through 3-1-1; a centralized, non-emergency hotline and website that provides easy access to city services and information.
Whether you would like to report a pothole, vacant property issues, illegal dumping sites, or request a streetlight to be fixed, the City of Cleveland is making it easier for everyone to improve the safety of their communities in a streamlined, user-friendly experience.

The Summer Safety Plan is part of Mayor Bibb’s RISE Initiative – the most comprehensive violence reduction and law enforcement enhancement plan in the history of the City of Cleveland. RISE is a portfolio of multiple key investments, partnerships and enforcement strategies, technological advancements, and other Administration-led efforts to combat high levels of crime and to improve recruitment and retention within the Division of Police.
Other safety-enhancing efforts led by the Bibb Administration includes investments though the Mayor's Office of Prevention, Intervention & Opportunity for Youth and Young Adults, increased pay for police officers, continuous implementation of traffic calming solutions, and amplifying the SAFE SMART CLE camera sharing program.
