CHN Housing Partners (CHN)

Energy Services Program: CHN offers furnace repair or replacement, insulation, hot water tank repair or replacement, energy burden refrigerator/freezer audit, minor plumbing repairs, client education on energy conservation, and LED bulb instillation. Income restrictions apply.

Community Housing Solutions (CHS)

Gutter and Downspout Program: Provides gutter cleaning, repairs or replacement. Applicant must be homeowner, own their home from at least one year, meet income guidelines, and be current on property taxes or on a payment plan. For gutter cleaning must also be at least age 60 or an adult with a disability.

Furnace Repair: provides furnace repairs to eligible homeowners. To qualify you must own your home for at least one year, meet income guidelines and be current on property taxes or on a payment plan

Tool Loan Program: Two tool loan libraries are available to allow City of Cleveland residents to borrow tools at no cost to assist in the completion of home maintenance and repair projects. Includes the following type of tools: lawn and garden, household, ladders, miscellaneous hand tools, plumbing tools, and power hand tools.

Home Repair: Eligible homeowners can apply to receive essential home repairs, including roof replacement, modifications to bathrooms, porch replacement and other HVAC and electrical issues. Homeowners must be current on their property taxes, or on a payment plan, and fall within certain income levels to qualify.

Housing Counseling: CHS staff helps manage delinquent taxes, improve budgeting skills, advocate on a client’s behalf to prevent foreclosure, and much more.

Department of Aging

Cleveland Tree Assistance Program: The Cleveland Department of Aging in partnership with Community Development and Public Works will provide help to seniors and adults with disabilities, with limited income, for hazardous tree and branch removal on their personal property.

Bed Bug Assistance Program: Department of Aging has a program to help seniors and adults with disabilities with the extermination of bed bugs in their homes.

Lead Safe Resource Center

The Lead Safe Cleveland Coalition hosts a resource center connecting our community’s lead poisoning prevention efforts. Any home built before 1978 is presumed to contain lead-based paint. Beginning March 31, 2021, all rental units built before 1978 must have a Lead Safe Certification from the City of Cleveland’s Department of Building and Housing. The Lead Safe Certification is valid for two years. The Lead Safe Cleveland Coalition offers guidance about the Lead Safe Certification to property owners. It also works on education and community engagement, increased screening and testing for lead poisoning, and early intervention for children and families impacted by lead. Information about loans and grants may also be available.

Cleveland Restoration Society

Heritage Home Program: Offers a low-interest, fixed rate, equity-based loan for maintaining and improving older homes. Interest rates can go up to 2% in Cleveland. Homes must be 50 years old or older and located in a participating community. Interior and exterior projects qualify. No income limits apply. Also provides free technical assistance for home repair, maintenance and rehab needs.

Housing Enhancement Loan Program (HELP): Low-interest loans for home improvements. HELP has no restrictions on a borrower’s income and few limitations on what improvements can be made to a property.\

Local Initiatives Support Corporation (LISC) Cleveland, in partnership with CHN

LISC Cleveland’s Renew 2-1-6 Home Repair Program provides $5,000 -- $25,000 in assistance to help income-eligible homeowners up to 80% AMI to make essential repairs. The repair program for homeowners consists of a zero-interest loan with a 10-year term, backed with a grant. For example, if you are pre-approved for a loan of $25,000; at close 50% will be offered as a grant for $12,500 with the remaining $12,500 as a zero-interest loan for 10 years. The loan is secured by a lien on the property. Eligible repairs include roofs, porches, exterior painting, gutters & downspouts, window repair or replacement, siding, lead paint hazard removal, furnace installation, and accessibility and safety improvements.

Third Federal

Fixer Upper Home Improvement Loan: Third Federal offers a low interest, fixed rate loan to all homeowners in the City of Cleveland. The program has no income limit and 2.99% fixed APR. Minimum payments as low as $12 a month.

HFLA of Northeast Ohio

HFLA of Northeast Ohio offers interest free loans for the unexpected financial challenges that people who are unable to access traditional financing face. Many people do not have access to funds when financial challenges occur. These situations can include home and car repairs, high-interest debt, emergency funerals, falling behind on bills and more.
