Public Notice – Public Hearings on City of Cleveland 5-Year Consolidated Plan

The City of Cleveland Department of Community Development will hold two public hearings regarding the development and adoption of the City’s 5-Year Consolidated Plan, which will govern the use of federal funds received under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), from 2026-2030.

Hearing locations are ADA accessible. Reasonable accommodations and language assistance for persons with limited English proficiency or are available upon request. Requests should be made at least 72 hours in advance by contacting Brett Parsons at 216-664-2349 or BParsons@clevelandohio.gov.

Needs Assessment Workshop

Purpose: To receive public input on housing, homelessness, community development needs and priorities for Cleveland neighborhoods.

Public Hearing on Final Adoption

Purpose: To receive public comment on the final draft of the 2026-2030 Five-Year Consolidated Plan and 2026 Annual Action Plan prior to submission to the U.S. Department of Housing and Urban Development (HUD).

Public Comment

A draft of the Consolidated Plan will be available for public review beginning March 8, 2026, in the Department of Community Development, Cleveland City Hall, 601 Lakeside Avenue East, Room 320 and in the Cleveland Public Administration Library, located on the first floor of Cleveland City Hall. The final Consolidated Plan that will be submitted to HUD will be available digitally on this page once the draft is finalized.

Written comments from the public will be accepted from March 13, 2026, through April 11, 2026, and may be submitted by email to CDPublicComment@clevelandohio.gov or by mail to:
