Public Notice – NOI-RROF for CDC Single Family Home Repair Program

In accordance with requirements of the U.S. Department of Housing and Urban Development (HUD), the City of Cleveland's tiered Environmental Review of the 2026 CDC Single Family Home Repair Program is now available for public comment. This project has been reviewed and is requesting public comment and the Request for Release of Funds.

The City of Cleveland's Department of Community Development will partner with Community Development Corporations ("CDCs" or "Agencies") to support rehabilitation work on single-family homes within the city. These CDCs are non-profit organizations selected for partnership through a competitive process. Agencies will facilitate the rehabilitation and maintenance of homes within their respective service areas. Work will be conducted on homes either owned and occupied by a qualifying homeowner or purchased by the CDC from HUD, the Cuyahoga County Landbank, or other viable source. Agencies will rehabilitate homes as a general contractor or utilize a general contractor for repairs, maintenance, and rehabilitation. Projects will have a tangible positive impact on low-to-moderate income homeowners. Project sites are limited to existing urban housing stock. Project activities include but are not limited to: Re-seeding areas of bare soil; tree and shrub trimming; replacement of concrete or asphalt walkways and driveways; pest management; site cleaning; carpentry finishing; waterproofing/sealing; specialized mold cleaning; sealing application; paint stabilization; tuckpointing; relocation of electrical panel; radon testing; partial replacement, repair, or installation of siding, enclosure systems, encapsulation systems, gutters, downspouts, porch, roof, plumbing, electrical systems, windows, storm windows, exterior doors, interior doors, drywall, paneling, acoustical or drop ceiling panels, fixtures including ADA adaptive measures, stair systems, kitchen systems, bathroom systems, central air conditioning systems, furnace systems, energy efficient fixtures/appliances, hot water tanks, carbon monoxide or smoke detectors, and radon mitigation systems. This program's period of performance is July 1, 2026 to June 30, 2027.

The estimated total cost of the project is $1,195,000.00 and will include $1,195,000 of City of Cleveland CDBG funds. This project is housed in the City's Bureau of Program Operations.
