Monday, May 13, 2024 — Cleveland — Today the City of Cleveland will begin installing new, state of the art, on-street parking pay stations throughout the Central Business District. This is the next step in our ongoing efforts to improve the overall parking experience for residents and visitors parking in downtown Cleveland.

We will be removing the single space coin only operated meters and replacing with Flowbird pay stations. Also known as a multi-space meters, these units are solar powered devices used to manage multiple parking spaces.

The pay stations feature a 9.7 inch color touch screen solar powered display which provides instructions in four (4) languages, English, Spanish, French and Mandarin.

Parkers have the ability to pay for parking at any pay station, as long as the customer enters the license plate number of the parked vehicle and the zone number for the location where they parked. The pay stations accept credit cards and coins.

Parkers may also continue to make mobile payments using the ParkMobile application introduced in the Central Business District in October 2023.

QUESTION: How do I pay for on-street parking in the Downtown Cleveland area?

RESPONSE: Parking fees can be paid at the multi-space meter pay station by coin or credit or by downloading the ParkMobile app, text Park to 77223, or pay online at The ways to pay are conveniently located on the meter and on signage near your parking space.

QUESTION: What is a zone number?

RESPONSE: The zone number identifies a specific parking area. The zone number is required to start the parking session. Parker can find the zone number on signage in the area where they parked.

The pay station will provide the zone number for the area where the pay station is located. If the parker is parked in a different area the pay station provides the parker the option to select a different zone number.

The zone number uniquely identifies where the vehicle is parked. Entering the wrong number could result in receiving a citation. Please remember to verify the zone number before stating your parking session.

QUESTION: How will enforcement officers know that I have paid my parking session?

RESPONSE: Once you start a parking session, the information will be recorded in the parking system. Enforcement officers will look up all license plates paid within a zone. It is always important to verify the zone number where you are parked and your license plate before you start your parking session. A parking session cannot be adjusted once confirmed.

QUESTION: Can I change the zone number while in an active parking session?

RESPONSE: Once you start a parking session, you cannot change the zone number in the app. If you accidently entered the wrong zone number, you should immediately start another parking session with the correct zone number.

QUESTION: How do I contest a parking ticket?

RESPONSE: Call the Parking Violations Bureau and request an in-person hearing or complete an ex parte form. State the circumstances in your own words. Make sure you provide your name, telephone number, address, date issued, citation number, zone, license number, violation number, and ticket amount.
