Mayor Bibb Announces New Senior Staff Appointments

The announcements follow the resignation of Chief of Staff Bradford Davy   

January 6, 2025— CLEVELAND, OH — Mayor Justin M. Bibb today announced leadership appointments within the Mayor’s Office, naming Ryan Puente as Chief of Staff and Jessica Trivisonno as Deputy Chief of Staff and Chief Strategy Officer. Both appointments will take effect following their swearing-in on January 20, 2026. The announcements follow the resignation of Chief of Staff Bradford Davy. 

“Bradford Davy has been an instrumental leader during a pivotal period for our city,” said Mayor Bibb. “His steady hand, strategic counsel, and deep commitment to Cleveland helped move our administration forward, and I am grateful for his service.” 

Davy will continue serving the administration as Senior Advisor through March 2026, supporting a defined transition period focused on winding down major initiatives and transferring responsibilities where he has unique context and expertise. 

“Serving as Chief of Staff has been the sincerest honor,” Davy said. “I am deeply proud of the work this team has done for Cleveland and confident in the city’s future under Mayor Bibb’s leadership. Ryan and Jessica are exceptional leaders, and I know they will continue to move this administration forward with integrity and purpose.” 

Ryan Puente has served as the Bibb administration’s Deputy Chief of Staff and Chief of Government Affairs since January 2022, bringing a strong track record in legislative strategy, intergovernmental partnerships, and policy coordination. He previously managed Mayor Bibb’s successful 2021 mayoral campaign, helping build the coalition that led to Bibb’s election. Prior to that, he served as Executive Director of the Cuyahoga County Democratic Party, where he led organizational strategy and community engagement efforts. As Chief of Staff, Puente will oversee the day-to-day operations of the Mayor’s Office and help coordinate collaboration across city departments. 

“Ryan Puente has been a driving force behind our administration’s progress,” Mayor Bibb said. “He brings discipline, collaboration, and a deep understanding of how government can deliver results. His leadership will help keep our work focused, aligned, and responsive to the needs of Clevelanders.” 

Jessica Trivisonno currently serves as Senior Advisor for Major Projects, where she has led some of the administration’s most complex initiatives, including the city’s lakefront transformation. She joined the Bibb administration in January 2022 as a Senior Strategist for the West Side Market, leading the Market’s transition to nonprofit management, securing $23 million in City capital, and structuring the first Historic Tax Credit and New Markets Tax Credit project for City-owned property. As Deputy Chief of Staff and Chief Strategy Officer, she will lead strategic planning efforts across the administration while continuing to guide major projects that advance the city’s priorities. 

“Jessica Trivisonno is a strategic thinker and problem-solver who knows how to turn vision into action,” Mayor Bibb said. “Her leadership will help ensure our biggest priorities are coordinated, intentional, and built for lasting impact.” 

These leadership changes underscore the administration’s commitment to continuity, strong internal leadership, and effective governance as Cleveland moves into its new era.
