Overview

Cleveland is an industrial legacy city, proud of its manufacturing and blue-collar roots. At the same time, we are committed to innovation and to building healthy, thriving communities for every resident.

Our city has long been a national leader in environmental justice. From Mayor Carl Stokes’ fight for cleaner waterways in 1969 to the decade-long Sustainable Cleveland movement, Cleveland has consistently paired bold climate goals with deep community collaboration. Those efforts brought together residents, neighborhood leaders, nonprofit organizations, businesses, and regional partners to shape a more sustainable future.

Today, under Mayor Justin M. Bibb’s leadership, Cleveland continues to push climate action forward with a clear focus on equity, resilience, and opportunity.

Mayor’s Office of Sustainability

At the start of his first term, Mayor Bibb appointed Cleveland’s first Director of Sustainability, establishing the Mayor’s Office of Sustainability (MOS) to lead the city’s climate and sustainability work.

MOS advances Cleveland’s efforts to create a greener, more resilient, and more equitable city. Through close partnerships with residents, businesses, and city departments, the office works to reduce the city’s carbon footprint, strengthen neighborhoods, and improve quality of life across Cleveland.

The MOS’ policies and drives initiatives that integrate sustainability into city operations and the broader community. By embedding sustainability into everyday decision-making, Cleveland is investing in the health, stability, and prosperity of both current and future generations.

Climate Action Planning

In 2025, the City of Cleveland, through the Mayor’s Office of Sustainability, published updated climate plans that reflect the voices and priorities of the community:

  • Cleveland Climate Action Plan (CAP): A community-focused roadmap to reduce emissions, promote sustainability, and advance climate justice citywide.
  • Municipal Action Plan (MAP): A city-operations-focused plan that outlines how Cleveland will lead by example through its own buildings, infrastructure, and services.

Together, these plans reinforce Cleveland’s commitment to addressing climate change while ensuring that the benefits of climate action are shared equitably by all residents.

Mayor Bibb’s Climate Leadership – America Is All In

Mayor Bibb serves as a Co-Chair of America Is All In, the largest and most diverse coalition supporting climate action in the United States. The coalition includes thousands of leaders from cities, states, tribal nations, businesses, schools, and institutions of faith, health, and culture.

America Is All In works to develop a national climate strategy, scale climate solutions that protect public health and create jobs, and elevate the leadership of cities and states on the global stage.

Led by former White House National Climate Advisor and EPA Administrator Gina McCarthy, alongside Mayor Bibb, Governor Gavin Newsom, Governor JB Pritzker, and climate leaders nationwide, the coalition is working to cut U.S. emissions in half by 2030 and reach net-zero emissions by 2050.

Mayor Bibb’s Climate Leadership – Climate Mayors

Founded in 2014, Climate Mayors is a bipartisan network of nearly 350 mayors representing 48 states and nearly 60 million Americans. The organization supports local climate leadership through meaningful, on-the-ground action.

In addition to advancing solutions at the local level, Climate Mayors work collectively to build political will for federal and global climate action. Hundreds of mayors have signed Climate Mayors letters reaffirming commitment to the Paris Agreement and calling on Congress to invest in a green and equitable economic recovery.
