The City of Cleveland is Improving the Land Bank Application Process
The City of Cleveland’s Land Bank is temporarily pausing new applications while we make important updates to improve efficiency and transparency.
Why this pause is necessary
The pause allows us to modernize the Land Bank by moving to a new application system, improving the accuracy of our property inventory, and streamlining policies to deliver faster, clearer, and more efficient service.
What this means for you
If you already submitted an application, it will continue to be processed and will not be affected. During this pause, our team is:
- Processing open applications to ensure timely completion.
- Transitioning to a new Salesforce-based inventory and intake system to improve accuracy and transparency.
- Updating Land Bank policies, pricing, and procedures to support redevelopment and resident-centered transactions more proactively.
We look forward to reopening applications with a smoother, applicant-friendly process.

Land Bank Pricing
Pricing is determined by the neighborhood type that the parcel is located in. The City has identified three neighborhood types and has determined fair market pricing as follows:
- Market Rate Neighborhood Type: $10 per square foot
- Middle Neighborhood Type: $3 per square foot
- Opportunity Neighborhood Type: $0.70 per square foot
A parcel’s neighborhood type can be determined online using the GIS Neighborhood Typology Map.
Parcels that fall under the following application types may also be sold at the following prices, subject to all necessary approvals and restrictions:
- Side Yard to a responsible neighboring homeowner $200 (parcel must be less than 5,000 square feet in size to be eligible for the yard expansion program)
