Community Development

The Housing Development Bureau assists the Department creating a robust housing market that meets the needs of residents across two offices:

  • Housing Trust Fund Office
  • Tax Abatement Office

This Bureau serves as the Department’s to manage and oversee the HOME Investment Partnerships Program, identify opportunities for uses of General Fund and other financial mechanisms to assist with gap financing, and direct the tax abatement program.

Programs

Housing Trust Fund

This program supports housing development projects that will include affordable housing units that will serve low- and moderate-income households. Market-rate projects that contain affordable units are eligible and encouraged. A limited amount of the City’s HUD HOME funds will be allocated through an annual RFP, which describes project eligibility, application requirements, and the format for submitting proposals. A limited amount of CDBG Funds may also be available for projects that include housing and would benefit from HUD’s CDBG regulatory requirements.

Tax Abatement

The residential tax abatement program is available to both homeowners and developers as an incentive to encourage and spur investment across all of The City of Cleveland’s neighborhoods. Abatement amount and affordable set-aside criteria depend on the project type and the Community Reinvestment Area in which the investment is located.
