Public Utilities Director

Frank G. Jackson swore-in Robert L. Davis as the Director of the Department of Public Utilities. Mr. Davis has more than 28 years of experience as a utility professional including spending the past 14 years as the Director of Utility Services for the City of Warren in Ohio.

During his career, Mr. Davis has managed over $500 million of capital improvement projects within water and sewer systems, oversaw upgrades to water pollution and distribution infrastructure, and has streamlined meter reading and collections processes. Mr. Davis obtained a Bachelor of Science degree from the University of West Virginia and has a Class IV water license.
