City of Cleveland Provides General Updates on Coronavirus & Safety - Update #137

CLEVELAND – The City of Cleveland continues to take numerous precautions across multiple departments and divisions amid increasing cases of coronavirus (COVID-19). Below are some important updates. Mayor Frank G. Jackson signed an order on June 24, extending the City’s Proclamation of Civil Emergency through July 31, 2020. The order was amended to include a mask mandate on July 3. Essential services such as Police, Fire, EMS, waste collection and Utilities will remain operational.

88 New Confirmed Coronavirus Cases, 6 Deaths Reported in Cleveland

The Cleveland Department of Public Health (CDPH) has been notified of 88 more confirmed cases coronavirus in city residents and six new fatalities. This brings the total to 3,481 confirmed cases in the City of Cleveland and 83 fatalities. The fatalities include males and females ranging in age from their 30s to their 70s. The new confirmed cases include males and females whose ages range from under 1 year old to their 80s. One previously reported case was transferred as it was determined the individual was not a Cleveland resident. An additional probable case was also identified bringing the total probable cases to 528. CDPH is working to identify their close contacts who would require testing or monitoring for COVID-19 symptoms.

As of today, there are 66,540 confirmed cases and 2,849 fatalities in the State of Ohio. There are more than 3.54 million confirmed cases and 138,040 deaths in the U.S.​​​

City Advises Exercising Extra Caution as Temperatures Continue to Rise
The City of Cleveland reminds residents to exercise extra caution during high temperature days. As the National Weather Service reports temperatures will reach the 90s this weekend, the City shares the tips below for staying safe:

  • Stay hydrated! Drink plenty of water and avoid caffeine.
  • Wear loose-fitting, light-colored clothes during hot weather.
  • Cover your head with a hat and use sunscreen to protect yourself from the sun’s rays.
  • Keep cool in the shade. If you don’t have air conditioning, visit cool areas like a City Neighborhood Resource and Recreation Center or library on high heat days.
  • Always check on friends and neighbors, especially those who are seniors or have young children. Click here to download the Department of Aging’s summer heat booklet for more senior tips.
  • Keep an eye on pets! Make sure pets have access to plenty of shade and have plenty of water. Be careful when walking pets on asphalt, as sensitive pet paws can burn on hot surfaces.
  • Never leave children or pets alone in vehicles.
  • Keep an eye out for air quality alerts during excessive heat. Populations with existing respiratory conditions - such as asthma, COPD or lung cancer, as well as vulnerable populations such as the elderly and youth - are at risk due to increased air pollution during excessive heat. Call the Air Quality Hotline at (216) 664-7442 or visit airnow.gov for daily updates.
  • Refrain from activities that contribute to poor air quality during excessive heat waves including mowing your lawn, refueling your vehicle, open burning of any kind and unnecessary driving trips.
  • Recognize the signs of heat exhaustion and heat stroke
  • Do not open fire hydrants for any reason. An open hydrant can reduce the amount of water available at another hydrant during an emergency.

City Announces Neighborhood Street Improvements in Ward 16

During the week of July 27, 2020, the residential resurfacing will begin in Ward 16. Advance notice signs will be posted to advise the public of road improvements.  The following streets will be resurfaced and completed by the end of September 2020:

  • Carrington Avenue (West 130th Street to West End)
  • West 135th Street (Bennington Avenue to Wainfleet Avenue)
  • West 135th Street (Sandiego Avenue to Lorain Avenue)
  • St. James Avenue (West 140th Street to West 143rd Street)
  • Bennington Avenue (West 127th Street to 12905)
  • West 143rd Street (Elsetta Avenue to Courtland Avenue)

One lane of traffic will be maintained for local traffic for the duration of each project and no detours are expected. Access to all businesses, residences and side streets will be maintained during construction. On-street parking will not be allowed during construction.

2020 Road Resurfacing Project Description:

  • This work represents an investment of $12 million in the City’s Residential Roadways.
  • With the completion of the Pavement Management Study in 2017 and the continued evaluation of the City’s roadway network, the City has a grading system that allows streets in the greatest need of resurfacing to be selected for repair. The City is using the ‘worst first’ approaches for road resurfacing.
  • The City estimates it will resurface approximately 91 residential streets in 2020.
  • The City will also be using the ‘fix-it-first” approach to restore a high pavement rating to streets that are fair condition.
  • The City estimates it will employ this method on 13 residential streets.

Pipeline Infrastructure Improvements Update in Ward 13

On Wednesday, July 29, 2020, Dominion Energy Ohio’s gas pipeline infrastructure replacement project will begin on the following streets:

  • Parkridge Avenue – South side from West 63rd Street to Brookside Drive and North side from 5908 Park Ridge Avenue to 5810 Parkridge Avenue
  • Orchard Grove Avenue – North side from West 73rd Place to Brookside Drive, and South side from West 63rd Street to 6019 Orchard Grove Avenue
  • Meadowbrook Drive – From Ridge Road to Brookside Drive
  • Brookside Drive – From 7007 Brookside Drive to Parkridge Avenue
  • Dellbank Drive – South side from Brookside Avenue to Ridgeview Road
  • Plainfield Avenue – North side from Ridge Road to West 63rd Street
  • Woodhaven Avenue – From Ridge Road to West 63rd Street
  • Soutfield Avenue – From Ridge Road to West 63rd Street
  • West 63rd Street – From Memphis Ave to Parkridge Avenue.

The improvements include replacing the old steel mainline with a new plastic mainline in the sidewalk area.  A work zone will be established which will allow two-way traffic with traffic control personnel present to help direct traffic flow.  Access to adjacent driveways will be maintained throughout construction.  All work zones will be removed at the end of each work day.  The work on the project will take place Monday through Friday from 7 a.m. to 5 p.m.

This project is scheduled for completion in September 2020 and completion of restoration by November 2020.

Bulk Pick-Up to Resume Regular Schedule Beginning in August

Beginning in the month of August 2020 bulk pick-up will operate on its regular schedule. Bulk pick-up will be conducted on the first full week of each month on residents' regular collection day. Residents should follow regular bulk pick-up guidelines.

As a reminder, residents are permitted to up to three bulk items on tree lawns. More info on proper disposal:

  • Residents may leave out for collection items such as appliances, tables, chairs, mattresses, box springs, couches and furniture.
  • All mattresses, box springs and cloth furniture must be wrapped in plastic.
  • In addition to the three items, residents may leave out up to four tires.
  • The City does not accept construction material.
  • Boxes and loose bags are not bulk items. ​
  • Carpet must be cut and rolled into 3-foot long pieces and must not exceed 40 pounds

The Division of Waste also reminds residents of the following waste regulations:

  • Only waste in officially issued City carts will be accepted and loose trash or bags outside City roll carts will not be accepted
  • The following will be not be accepted in or outside of roll carts: construction materials, paints, hazardous waste, bricks, dirt, concrete, cinder blocks, auto parts, loose metal items, medical waste or fluorescent tubes
  • Do not place hot charcoal ashes in roll carts
  • Do not place ammunition or explosives in City cart. Contact the Division of Police for instructions
  • Roll cart lids must close
  • Do not place carts behind parked cars
  • Place black cart and blue three feet apart on tree lawn
  • No more than 20 bags of yard waste per collection

The West Side Market Announces New Hours of Operation

Effective August 3, 2020, the West Side Market will be open Mondays, Wednesdays and Fridays from 8 a.m. to 5 p.m., Saturdays from 7 a.m. to 5 p.m. and Sundays from 10 a.m. to 4 p.m.

Department of Public Utilities Customer Reconnection Updates

While business is operating as normal, the Public Utilities Building is closed to the public. Cleveland Water and Cleveland Public Power have temporarily stopped disconnection of residential services for non-payment. Cleveland Water customers should call (216) 664-3130 and Cleveland Public Power customers should call (216) 664-4600 for service restoration.

Cleveland Water Pollution Control (WPC) Customer Service lobby remains open to the public to purchase permits and review maps. The WPC office at 12302 Kirby Ave. is open 8 a.m.-5 p.m., Monday through Friday. Report emergencies 24/7 by calling (216) 664-2513. To date:

  • CPP has reconnected 134 total customers
  • CWD has reconnected 1,624 total customers

Cleveland Water and CPP customers may also use the dropbox located at 1201 Lakeside Ave. Please include name and account number along with payment. Multiple accounts must be on separate checks.

Mayor Jackson Announces Restart CLE

Mayor Jackson has unveiled his strategic plan for the recovery of Cleveland’s economy amid the coronavirus pandemic. As the city began this recovery planning process, it engaged experts from Cleveland State University and local medical institutions and made a deliberate choice to build from a health and medical perspective in order to protect those at risk from the coronavirus and then incorporate economic and social support to help the people and businesses who need assistance.

The Centers

  • Drive-thru and walk-up testing, by appointment only
  • Tests are free of charge to the patient
  • Call (216) 325-WELL (9355) to talk with an access specialist, be triaged by a nurse, and schedule your telehealth visit with one of our providers for screening for a test
  • Testing takes place on Wednesdays, following a Tuesday telehealth visit (required)
